The Question Nobody Answers Directly
At some point in your federal IT career, someone mentions RMF. Maybe it comes up in a meeting. Maybe you see it on a job posting. Maybe your ISSO asks for documentation you didn’t know you were supposed to keep.
And if you’re a SysAdmin, something unexpected happens when you actually dig into it. The steps start making sense. The controls often map to things you already configure. The evidence they’re asking for looks a lot like documentation you probably should have been keeping anyway. You think: I actually get this. I kind of like digging into a system like this.
That’s when the real question hits:
How does a technical person make the leap into what looks like a non-technical, bureaucratic role?
That’s the question I sat with once the framework started making sense. And the answer surprised me — because the leap isn’t as wide as it looks. The technical work you’re already doing is more connected to RMF than anyone tells you upfront.
What RMF Actually Is
RMF stands for Risk Management Framework. It’s the process the federal government uses to decide whether a system is authorized to operate — and to keep evaluating that decision over time.
It was developed by NIST, lives in Special Publication 800-37, and it’s the standard across DoD, DHA, and most federal agencies. If your system touches federal data or federal networks, it lives inside this framework whether you know it or not.
But here’s what matters more than the definition: RMF is not an IT audit. It’s not a checklist someone runs on your system once a year. It’s a continuous process that connects your technical work to a formal risk decision made by someone with authority — the Authorizing Official.
That AO is asking one question: Is this system worth trusting?
Your job, as the technical person closest to the system, is to help answer that question with evidence.
The 7 Steps — Without the Jargon
RMF runs on seven steps. Here’s what they actually mean in practice:
Step 1 — Prepare Before anything else, you establish context. Who owns the system? What data does it handle? What’s the mission it supports? This is where roles get defined — including the ISSO, who is the person responsible for making sure the system stays compliant throughout its lifecycle.
Step 2 — Categorize The system gets categorized based on the impact of a breach. Confidentiality, Integrity, Availability — each rated Low, Moderate, or High. In many healthcare IT environments, Moderate impact levels are common because of the sensitivity of patient data and mission operations. The category drives everything that follows.
Step 3 — Select Based on the category, a set of security controls gets selected from NIST SP 800-53. Think of controls as security requirements — things the system must do or have in place. Some are inherited from the organization. Some are specific to your system.
Step 4 — Implement This is where the technical work happens. You configure systems, apply Group Policy, patch vulnerabilities, set up logging, manage access. This step is where SysAdmins live — and it’s more connected to the rest of RMF than most people realize.
Step 5 — Assess An assessor evaluates whether the controls are actually implemented and working. This isn’t about passing a test. It’s about producing evidence — screenshots, scan results, configuration exports, logs — that prove the system does what it’s supposed to do.
Step 6 — Authorize The Authorizing Official reviews everything — the Security Plan, the assessment results, the POA&Ms — and makes a formal risk decision. An Authorization to Operate (ATO) means the system is approved to operate under an accepted level of risk. It is not permanent.
Step 7 — Monitor After authorization, continuous monitoring begins. ACAS scans, patch cycles, log reviews, configuration checks — the same work you were doing before, now formally connected to maintaining the authorization.
SysAdmin translation: If you patch systems, manage access, configure logging, enforce Group Policy, review vulnerabilities, or validate endpoint settings, you are already touching RMF-relevant work. The next step is learning how to document that work as evidence.
The Thing Nobody Tells SysAdmins Upfront
Here it is: the documentation matters as much as the technical fix.
You can patch every vulnerability on a system. You can lock down every GPO, configure every audit policy, close every unnecessary port. But if you cannot demonstrate that you did it — with artifacts, with timestamps, with evidence that an assessor can review — it does not exist in RMF terms.
That is not bureaucracy for its own sake. That is how risk decisions get made at the AO level. They cannot see your system. They can only see what you document about it.
This is the reframe that changes how a SysAdmin should think about their job in a federal environment. Every technical action you take is either building the evidence record or leaving a gap in it.
How the Leap Actually Happens
Back to the original question: how does a technical person make the move into RMF and GRC work?
The answer is that you do not abandon your technical background. You build on top of it.
The SysAdmin who understands ACAS findings is already doing vulnerability management. The one who manages GPOs is already implementing access control and secure configuration. The one running Splunk queries is already supporting continuous monitoring. The one who documents their work clearly is already building the evidence package.
The leap is not from technical to non-technical. It is from doing the work to understanding how that work fits into the authorization picture — and communicating it in a way that holds up under scrutiny.
That is the bridge. And learning to stand on it deliberately, rather than stumbling across it by accident, is exactly what this site is about.
The Practical Takeaway
If you are a SysAdmin trying to understand where RMF fits into your work, start by looking at what you already do.
Patching, access management, logging, secure configuration, vulnerability remediation, and documentation are not separate from RMF. They are the technical foundation RMF depends on.
The gap is usually not the work itself. The gap is the evidence trail.
That is where the transition begins: learning how to explain, document, and defend the technical work in a way that supports risk decisions.
